One component separates them

A plain toaster oven heats with radiant elements only — the air inside moves because hot air rises, and nothing pushes it. An air fryer toaster oven adds a fan. That is the entire mechanical difference, and everything people describe as the “air fry” advantage follows from it: the moving air strips the still layer off the food's surface, so it dries and browns faster and more evenly.

This means the comparison is really a question about whether you want the fan. If you do, an air fryer toaster oven gives it to you plus everything a toaster oven does. If you do not — if you make toast, melt cheese and reheat — a radiant toaster oven does that perfectly and costs less, and the 1,800-watt Cuisinart Custom Classic here is proof you can have full power without a fan or a control panel.

The decision rule

Buy the air fryer (fan) oven if you crisp, roast vegetables, or want faster and more even cooking. Buy the plain toaster oven if you mostly toast, melt and reheat, and would rather have fewer parts to fail. The fan is the only thing you are deciding about; do not let the preset count distract from it.

On running cost there is often nothing between them — a full-size toaster oven and a full air-fry oven are both usually 1,800 watts. The only place cost separates them is at the budget end, where a small radiant toaster oven may run 1,150 watts and genuinely cost less per hour. We compared both draws directly.

A convection fan. A toaster oven heats with radiant elements; an air fryer toaster oven adds a fan that circulates the hot air, which crisps and browns food faster and more evenly. An air fryer toaster oven can do everything a plain toaster oven does, plus air fry.
Is air frying worth paying extra for over a toaster oven?
If you roast vegetables or want crispier results, yes — the fan makes a real difference. If you mostly make toast and reheat, no; you are paying for a fan you will not use. Note that the fan can also be added to a plain oven with a perforated tray at low cost.
